(feat): Add NuGet Trusted Publishing (OIDC) support as a config-gated publish strategy. Set api-key: OIDC in generators.yml to emit a GitHub Actions workflow that uses NuGet/login for short-lived OIDC tokens instead of a long-lived API key secret.
